202(d) of the National Emergencies Act, 50 USC 1622(d), provides for the
automatic termination of a national emergency unless, prior to the anniversary
date of its declaration, the President publishes in the Federal Register and
transmits to the Congress a notice stating that the emergency is to continue in
effect beyond the anniversary date. Consistent with this provision, I have sent
to the Federal Register the enclosed notice, stating that the emergency
declared with respect to the terrorist attacks on the United States of
September 11, 2001, is to continue in effect for an additional
year.”
THIS year's message of continuation:

Charles Taylor are to continue in effect beyond July 22, 2011."

extended it by a couple days... Just long enough to declare a NEW emergency?

In
the event of an actual attack on the United States, the president can also
confiscate property connected with a country, group, or person that aided in
the
attack.

NATIONAL
EMERGENCIES ACT (NEA) TERMINATION
Any national emergency declared by the
President in accordance with this subchapter, and not otherwise previously
terminated, shall terminate on the anniversary of the declaration of that
emergency if, within the ninety-day period prior to each anniversary date, the
President does not publish in the Federal Register and transmit to the Congress
a notice stating that such emergency is to continue in effect after such
anniversary.
